What just happened
The email you received was written by an AI agent working for that business. It has its own email address and answers from it, the way a member of staff would. You can reply to it as normal, and the same agent may be able to take a call if the business has set that up.

Who was in charge
If the email said a person approved it, then someone at that business read it and pressed Approve before it went. For everything else, the business decides what its agent may send on its own and what has to wait for them. Either way, the agent can only email people the business has approved, and everything it sends is on record.
